Sumbangsih Nuansa Tasikmalaya - SNT

Sumbangsih Nuansa Tasikmalaya (SNT) is a Non-government Organisation (NGO) involved in small scale community development in the city of Tasikmalaya, on the island of Java, Indonesia.  We are the operational wing of 'Yayasan Perisai Biru'  (Blue Shield Foundation), the legal body registered in Indonesia.

Profile

Because SNT is only involved in small-scale programmes, we have the flexibility to be creative, responding to changing needs without bureaucratic delays. We aim to be sensitive to the needs of the people with whom we are partnering, whether they be those receiving medical help, borrowing money, our customers or those whose work we sell. 

With a total staff of about sixteen — comprised of approximately an equal number of expatriate and national workers — we are united in our aim to alleviate some of the poverty and suffering in the city where we live. Our expatriate staff, who come from Australia, the Philippines, the United Kingdom and the United States, are seconded by other NGOs from outside Indonesia, while our national staff are employees of SNT. We intentionally employ both Muslims and Christians (the two largest religious groupings in the country), with the belief that by working together to help others, we can engender a spirit of cooperation and understanding between these two major faiths.

Our organisation is unusual since, by design, our consultants — both expatriate and non-  — reside as close to the people with whom they are working as possible, in order that they might forge friendships of trust and two-way communication with those they are trying to help.  Expatriate staff also intentionally partner with local personnel involved in the NGO, individuals  who are from the region in which we operate. This enables those of us most foreign to the local context to better understand and appreciate the traditional knowledge and cultural strengths of those who reside here locally.

 

 


 

Units

Our philosophy is one of holistic development, and we operate in a variety of areas, all aimed at improving the quality of life of the poorest in our city. Although organisationally we are divided into separate units, we do not see these as discrete areas of operation, choosing instead to encourage mutual support and cooperation between them. Thus, those borrowing money and receiving business training may be encouraged to take advantage of the health services we offer.  The organisation aims to be self-sustaining, with revenue generated by ‘profit-centres' — those units possessing the greatest potential for realising income — covering our operational costs and also funding other projects in the areas of health and appropriate technology.  While these profit-centres do have a goal of generating revenue for the NGO, they too have the broader purpose of helping the poor. For instance, the health assistance programme constantly faces the prospect of a unit deficit, due to money going out in order to assist the poor with medical costs and care.  Thus, while it presently depends upon individual donations in order to make ends meet, we are attempting to reduce this by way of internal unit profits generated by  the English language unit,  the handicrafts unit, and possibly, over time, the micro-credit unit.

A Participative Approach

We are committed to a participative approach to development. By this, we mean that we are seeking to avoid the common approach of directing our programmes from the top down. All too often, development programmes are imported in the expectation that 'one-size-fits-all'. While the poor throughout the world do face common problems — such as hunger and disease — the reasons why may actually be quite different depending upon the context, and the solutions sought by those suffering might be very different still. 

By long-term involvement in the communities where we are working, we aim to continually respond to 'felt needs'. We are excited by the recent development in participative research methodologies (e.g., Rapid Rural Appraisal - RRA or Participatory Rural Appraisal - PRA)  and we will shortly be more fully incorporating these techniques into our work.

We have close links with Millennium Relief and Development Services (MRDS), in both Houston, TX, USA and Adelaide, SA, Australia. They have each seconded staff members to us, covering all their expenses so as to avoid a financial burden on SNT as an organisation.
